European Court of Justice, Luxembourg


Dominique Perrault designed the new offices for Europe's highest court. The Cour de Justice des Communautés Européennes in Luxembourg was completed in 2008. The raised Anneau building surrounds the original Palais. This modern copper-colored extension looks similar to the two yellow towers, an tiny but audacious design for a civic landmark of the West.

The gold colors were meant to "catch the sun and bring it here" Like the gold star on the EU's flag, it is an unexpected and refreshing edifice, although it is reminiscent of a 1970's invention. The procession through this addition and into the original building is well thought out. A ramp descends into a timber-lined court. A steel screen suspends a massive gold flower overhead. This use of translucent screening is used in the exterior facade, and has something interesting to say for Europe's top governing body.
